The City’s Capital Plan is a four-year financial plan for investments in Vancouver’s facilities and infrastructure to support a wide range of services for residents, businesses, and people who visit and work in the city. Capital plans match the term of Council, and allow for a borrowing plebiscite to be held in conjunction with the civic election.
